The past month brings a notable wave of legislative transformations in the gambling industry, with five crucial deadlines poised to reshape the landscape across multiple jurisdictions. From Sweden to Spain, these updates show both capabilities and obedience trials for stakeholders. With one major consultation period coming to an end and four legislative timelines taking effect, staying informed is essential for businesses operating in this dynamic sector.

Sweden: Personal Data Processing Rules Be Adopted

On 01.02.2025, this region’s revised stance on disclosure data for gambling licensees officially took effect. This follows the regional supervisory organ making an announcement on 29.11.2024 outlining the government’s decree to permit betting operators to facilitate personally identifiable information (PII) under specific conditions.

Under this framework, certified providers will be permitted to process personal data when vital to:

  • Investigate gambling transactions to spot dishonesty, fraudulent schemes, and other illegal activities.
  • Monitor and notify irregular stakes patterns linked to potential match-fixing.
  • Notify instances of players violating sports integrity regulations.

This regulation aligns with Sweden’s broader push for responsible gambling and security enhancement, guaranteeing that operators have the necessary tools to mitigate fraudulent activity while maintaining strict obedience with data protection laws.

Norway: Stricter Loss Limits for Young Players

Norway is tightening its responsible gambling policies with a revised limit of losses  for younger bettors, set to adopt on 01.02.2025. The state-controlled operator, Norsk Tipping, announced these adjustments in January 2025, reflecting the government’s increasing focus on player protection.

These caps will be:

  • NOK 3,000 (approx. €256) for players aged 20–21.
  • NOK 5,000 (approx.  €427) for players aged 22–24.

This move aims to curb excessive gambling habits among young adults, reinforcing Norway’s commitment to harm reduction strategies within the industry.

Finland: The suspension period for the new Gambling Act comes to an end

The legislation sphere in this direction is set for a major transformation, with the suspension period for its proposed outlines ending on 04.02.2025. Initially submitted to the European Commission on 01.11.2024, this legislation introduces a new licensing framework designed to modernize the betting market.

Key provisions include:

  • Open access to pari-mutuel betting licenses on horse racing, online wagering, and internet-based casino activities.
  • Five-year license validity for both gambling operators and software suppliers.
  • A 22% gambling tax on gross revenue.
  • Implementation of website blocking measures for unlicensed operators.
  • Exclusive 10-year licenses for lotteries, instant lotteries, and casino games under a state-controlled entity.

The Finnish government plans to formally present the bill to parliament in the spring of 2025, signaling the next step in its regulatory overhaul. While some provisions are set to take effect in 2026, full implementation is expected by 01.01.2027.

New York: Mobile Sports Wagering Data Collection Rules

In the U.S., regulatory shifts continue to evolve, with the New York State Gaming Commission (NYSGC)implementing new reporting requirements for mobile sports wagering operators. On December 18, 2024, NYSGC issued a notice of proposed rulemaking, requiring all mobile sports wagering skins to submit detailed data reports annually.

The deadline for submission is February 28, 2025, and operators must include:

  • The total number of bets placed.
  • The total amount wagered.
  • The duration of time players spent on the platform.

Additionally, amendments to Section 5330.37 of 9 NYCRR introduce a new identity verification requirement. Before placing a bet, players must provide:

  • A valid zip code (in addition to their residential address).
  • Optional disclosures of race and ethnicity.
  • Optional disclosure of gender.

This enhanced verification measure aims to strengthen consumer protection and regulatory oversight in New York’s fast-growing sports betting market. The deadline for public comments on these amendments is February 16, 2025.

Spain: Modernization of Bingo Regulations in Murcia

Spain’s gambling regulatory environment is undergoing further refinements with updates to the Catalogue of Games and Bets of the Autonomous Community of Murcia and amendments to its Bingo Regulations. The regional government notified the European Commission on November 15, 2024, of its intent to introduce electronic bingo and bingo halls.

These updates provide a detailed framework for the technical requirements of electronic bingo operations, setting compliance deadlines for previously licensed establishments. The standstill period for this legislative change ends on February 18, 2025. After publication in Murcia’s official gazette, the new decree will take effect 20 days later, marking the start of a one-year adaptation period for existing bingo halls.
